During a routine operation by the public prosecutor's office against corruption, Zen Seizaki and his colleague Fumio find a document with traces of blood on which someone has written "F" countless times as if in a mad state. When they want to interrogate a professor involved in the scandal, they discover him dead in his apartment - with a smile on his face. Everything initially points to suicide, but the extremely slow method chosen makes Zen doubtful. When there are increasing indications that politicians from the new, independent Tokyo district of Shiniki are also involved in the case, the issue expands into a real scandal: a law is to be introduced in Shiniki that legalizes suicide.
