The Red Ribbon Army was once wiped out by Son Goku. But Magenta, son of Commander Red, wants to resurrect her to take revenge. For this he needs the help of Dr. Hedo, the grandson of the brilliant scientist Dr. Gero. So Magenta tries, Dr. To win Hedo over to his side with nasty lies about Bulma and her friends. He agrees and researches new cyborgs that he wants to develop into ultimate weapons. One day, Piccolo is attacked by one of the newly created cyborgs, Gamma 2. While Gamma 2 believes he has killed his opponent, Piccolo gives chase and infiltrates the secret base of the newly formed Red Ribbon Army. There he learns about Magenta's evil machinations. Piccolo, Son Gohan and their comrades soon find themselves confronted with an unprecedented opponent: Cell Max, a monster that Dr. Hedo according to earlier plans by Dr. Gero created and gave him even greater powers...
